Washington Electric Cooperative, Inc. (Cooperative) has requirements to allow a bona fide permanent primary residence to qualify for our limited “No Cost” electric power-line extension; the intent of the following is to describe that requirement:
The minimum requirement for a permanent primary residence is that the dwelling is at least 601 sq. ft. of actual living space with a permanent foundation or footers, and it also must have a working kitchen and a functional bathroom area. This dwelling must be connected to a county approved septic system and approved water system. This will be determined at the time of construction. This dwelling shall also be located in the county where you can be registered to vote. Otherwise the service will not qualify for the limited “No Cost” extension and will be considered as a non-permanent facility, such as; but not limited to: barns, cabins, campers, utility buildings, and any commercial services. Additional requirements are necessary for singlewide mobile homes.
An electric line can be built prior to meeting all of these requirements by paying the appropriate line extension fee. An Agreement for Single Phase Electric Service that lasts 5-year, if required, will be executed stating the funds that will be available after all requirements are met. So, if any changes are made in residence status or the improvements are made to the dwelling, and all the above requirements are all met; we will refund back that portion of the line extension. Any additional service established on the portion of the line the member paid for will also qualify for a refund of a portion of the advance.
Our limited “No Cost” construction is limited to 500 feet of overhead construction. The measurement would include both the primary and secondary conductors. The measured distance is to the service entrance connection point, typically on the dwelling or on a near by meter pole. This service entrance must meet all the latest National Electric Code specifications. Service entrances will be built to the Cooperatives specifications; drawings will be supplied. If the limited “no cost” construction is exhausted, the remaining portion of the job will be calculated based on a cost per foot method (see below). We will require this amount to be paid up front and in full. All construction is contingent upon the Cooperative being granted legal easement from all involved property owners. All accounts will be secured monetarily or by a letter of credit from another electric utility.
Single-phase line extension costs when limited “no cost” no longer applies are as follows:
$5.00 per foot for primary overhead construction, plus any right way clearing costs.
$500.00 initial secondary drop fee up to 100 ft. in length any excess footage see below;
$5.00 per foot for secondary overhead service over 100 ft., plus any right of way clearing costs.
For all primary and secondary underground service conductor installations the builder (member) will supply the trench and conduit. Measurements will be made by the Cooperative to determine the cost for the job on a cost per foot basis.
All Cooperative policies and regulations or Board of Trustee rulings will take precedence over any situations described in this document.
